The U.S. Probation and Pretrial Services Office has the ability to procure for services with treatment services allocations and Second Chance Act funding. The following processes may be used to develop agreements with vendors in the community.
- Non-Competitive Purchase Orders - may be utilized if the estimated cost of the service is $10,000 or less for the fiscal year, without soliciting competitive offers.
- Competitive Purchase Orders - may be utilized for services estimated between $10,001 and $25,000 for the fiscal year (competition required).
- Blanket Purchase Agreements (BPA) is a "charge account" arrangement utilized for treatment services expected to exceed $25,000 for the fiscal year. BPA's are valid for a specific period of time, not to extend beyond the 12 month fiscal year. BPA's include two 12-month option periods (competition required).
